This position is located in the Division of Visitor & Resource Protection and Fire Management, Chief Ranger's Office, Mesa Verde National Park. The incumbent serves as the Fire Management Officer for Mesa Verde National Park as well as 10 other parks/monuments/sites in the Four Corners region. The FMO oversees a well-respected aviation program for the park. Incumbent is a key fire management position within a complex fire management program.
Incumbent has the responsibility for program management, planning, operation supervision and safety. As such, this position provides program direction, coordination and evaluation. The position interfaces with a broad variety of audiences such as line officers, political figures, interagency partners, local and state government officials, media outlets, as well as the public itself.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
Subject to frequent extended travel up to 14 nights a month particularly during fire season, and you must obtain a government charge card for travel.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (note: currency is not required). Applicants must attach their Incident Qualification and Ceritifcation System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG qualifications for this IFPM position. Failure to provide this documentation by the closing date of the announcement will result in your being rated as not qualified.

Secondary Firefighter Retirement Coverage (selective factor):
Candidates must possess a minimum of 90-days of wildland firefighting experience, gained through fire line work in containment, control, suppression or use of wildland fire. This experience can be met by serving on a temporary, seasonal or equivalent private sector fire position for no less than 90 days. Education without hands-on wildland firefighting experience does not meet this requirement. Wildland fire is defined as any non-structure fire that occurs in the wildand and is categorized into two distinct types: wildfires which is any unplanned ignitions or prescribed fires that are declared wildfires; and prescribed fires which are planned ignitions. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.

BASIC EDUCATION REQUIREMENT FOR 401 SERIES:
Successful completion of a full 4-year course of study in an accredited college, university or institution leading to a bachelor's or higher degree in biological sciences, agriculture, natural resources management, chemistry or related discipline appropriate to the position. The following additional subject fields have been determined to be acceptable as directly related degree programs for fire management jobs in this series: wildland fire management, forestry, agronomy, biochemistry, biometrics, ecology, fishery biology (includes marine/aquatic), general fish and wildlife administration, horticulture, physiology, plant physiology, rangeland management, soil science, wildlife biology, zoology, agricultural extension, animal science, botany, entomology, genetics, microbiology, pharmacology, plant pathology, plant protection and quarantine, soil conservation, toxicology, wildlife refuge management. In addition, natural resources related disciplines include chemistry, environmental sciences (not environmental or natural resources policy), hydrology, outdoor recreation if they have a natural resource emphasis, physics, fire management, earth sciences, geology, meteorology-related weather, climate, physical geography if it has a natural resource emphasis, and watershed management.You must provide a copy of your transcript(s); OR
A combination of education and qualifying experience which included courses equivalent to a major course of study in biological sciences, agriculture or natural resources management, chemistry or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in biological sciences, agriculture or natural resources.You must provide a copy of your transcript(s).
Applicants must possess at least one of the following minimum qualifications** by the close date of the announcement:
EXPERIENCE: At least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. For this position at the GS-11 level, specialized experience must have included all of the fire program management elements as described below: (1) Reviewing and evaluating fire management plans for ecological soundness and technical adequacy. (2) Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken, and; (3) Developing analysis on the ecological role of fire and its use and/or exclusion, and smoke management. In addition to fire program management, experience must have included either: (1) Prescribed fire/fuels management experience in a broad range of activities such as: professional forest or range inventory methods and procedures (e.g., Brown?s planar intercept for dead and downed fuels; live fuel loading assessments); analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; land use planning and environmental coordination; evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies in containment is not obtained, or; (2) Fire management operations which has included analyzing and applying fire management strategies; plus experience in at least five of the following activities: mobilization and dispatch coordination; fire prevention and education; training; logistics; equipment development and deployment; fire communications systems; suppression and preparedness; aviation. OR
Successful completion of at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field related to the position being filled as described above. You must include transcripts. OR
Successful completion of a COMBINATION of education and experience as described above. For example, six months of specialized experience (50% of the experience requirements), and 45 semester hours or 68 quarter hours of graduate education in the fields of study described (50% of the education requirement).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions.
Most work is performed in an office setting. Field work is sometimes performed in steep terrain where surfaces may be uneven, rocky, or covered with thick vegetation. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe. The hazardous nature of :fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during emergencies. The incumbent must exercise a variety of safety practices and precautions for their own and others' well being.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause).
