Overall Job Objective Job Description Hiring Restriction Exemption This individual position is EXEMPT from the hiring restrictions. Qualified applicants are encouraged to apply. This position is open to Alaska Residents only The primary purpose of this position will be supporting and conducting Country of Origin Labeling audits, Elk Fencing inspections, educating producers on writing food safety plans and preparing for Good Agricultural Practice audits, running the Brand Registration program, and assisting the Alaska Grown program. The incumbent will schedule and conduct regular audits of farms, food processing facilities and warehouses to assess growing, processing, handling and overall food safety practices with regards to State and federal regulations and standards. Additionally, the incumbent will provide program information and compliance assistance to stakeholders including training to growers and other agricultural industry stakeholders on GHP/GAP. Public and industry outreach will be the secondary purpose of this position.Key Responsibilities:Working knowledge of various vegetables, fruits, nuts, plants and plant products, eggs and other agricultural commodities produced in or transported into Alaska and issues, defects and other problems affecting the production, processing, packaging, shipping, storage and sale of each;Working knowledge of various state and federal inspection principles, methods and policies;Working knowledge of marketing concepts, retail and farmers market access points, and export/international trade;Working knowledge of international phytosanitary and related import regulations, policies and procedures and/or GHP/GAP protocols;Some knowledge of organic certification protocols;Ability to read, interpret and apply statutes, regulations, standards, procedures and technical guides; applying them to specific situations; and explain technical information, policies, procedures and requirements to stakeholders and the general public;Ability to learn website, social media, mobile app maintenance, and other marketing concepts;Ability to work with the public professionally and represent the Division of Agriculture at conferences and meetings;Ability to analyze situations accurately and adopt effective courses of action;Ability to prepare clear and concise reports, certifications and similar communications; andAbility to establish and maintain cooperative relationships with those contacted in the course of work without regard to adversarial roles and conflicting interests. The successful candidate should have the following demonstrated strengths:Strong communication, verbal and writing, are required for this position;Experience with outreach to producers and food buyers recommended;Demonstrated experience with professional level interaction with the public, state, and federal audience;Writing grant proposals, reports, and giving presentations are required;Demonstrated collaborative skills with organizations that may have different missions but similar projects; andExperience in collecting, analyzing, and maintaining data accurately. Special Notice: This position requires a driver's license, moderate amount of travel, and occasional work on weekends or nights.  Minimum Qualifications A bachelor's degree from an accredited college in agriculture, horticulture, botany, phytopathology, entomology, biology, environmental sciences or other closely related field of science;AND EITHEROne year experience examining, sorting and documenting agricultural commodities (e.g., fresh fruits, vegetables, seed, grains, nursery or horticultural stock, eggs, meat, dairy) for grade and/or the presence of pests, disease, or contaminants; performing plant or seed culture, propagation or harvest; conducting field inspection, sampling and/or eradication programs for disease, pest, or contaminant control; and/or ensuring compliance with regulations for shipping agricultural commodities across state or national borders.ORUSDA-issued licensure as a Fresh Fruit and Vegetable Commodity Grader.ORUSDA-issued licensure as a Good Handling Practices and Good Agricultural Practices (GHP/GAP) Auditor;ANDOne year experience examining, sorting and documenting agricultural commodities (e.g., fresh fruits, vegetables, seed, grains, nursery or horticultural stock, eggs, meat, dairy) for grade and/or the presence of pests, disease, or contaminants; performing plant or seed culture, propagation or harvest; conducting field inspection, sampling and/or eradication programs for disease, pest, or contaminant control; and/or ensuring compliance with regulations for shipping agricultural commodities across state or national borders.ORUSDA-issued licensure as an Accredited Certification Official.Substitution:Four years of any combination of post-secondary education (3 semester/4 quarter credits = 1 month) in agriculture, horticulture, botany, phytopathology, entomology, biology, environmental sciences or other closely related field of science and experience performing relevant work, such as examining, sorting and documenting agricultural commodities (e.g., fresh fruits, vegetables, seed, grains, nursery or horticultural stock, eggs, meat, dairy) for grade and/or the presence of pests, disease, or contaminants; plant or seed culture, propagation or harvest; field inspection, sampling and/or eradication programs for disease, pest, or contaminant control; and/or ensuring compliance with regulations for shipping agricultural commodities across state or national borders may be substituted for the required degree.Special Note: The duties and responsibilities assigned to this job class require a combination of current USDA-issued licensure as a Fresh Fruit and Vegetable Commodity Grader, Accredited Certification Official and/or GHP/GAP Auditor and appropriate refresher training is required of all employees of this job class. Continued employment is contingent upon obtaining and maintaining two or more of these licenses within two years of employment.This class requires that incumbents frequently operate motor vehicles and applicants must be 18 years or older and possess a regular Alaska drivers license.
