Responsibilities

As a Senior Agricultural Finance Specialist

, your duties will include but are not limited to:

Serving as the agency expert and coordinator of activities related to international agricultural finance, particularly in the context of multi-stakeholder partnerships to advance inclusive access to private capital to grow the agriculture and nutrition systems. Providing leadership, coordination, and implementation of the U.S. Government's relationship with key actors in the sector, both public and private.

Advising USAID officials in the formulation of U.S. Government positions, policies, and interventions related inclusive agricultural finance.

Serving as one of USAID's foremost experts on structuring strategic partnerships, transactions, and the role of donor assistance in increasing private capital for investment in agriculture and nutrition. Ensuring investments are leveraged to impact and influence global efforts in this sector.

Providing strategic, fiduciary and managerial oversight to a range of centrally- and Mission-funded activities in the areas of agriculture finance and private capital.

Initiating new partnerships related to agricultural finance and investment. Providing expert advice on USAID and focus country programs attempting to address market systems constraints faced by producers, processors, and others specifically relating to access to finance, responsible investment, and private capital flows.

Ensuring responsible program design, management and oversight to ensure strategic alignment of agricultural finance investments with the goals of Feed the Future and conducts monitoring, evaluation and assessment of related activities and partnerships.

Providing expert level policy and program guidance and technical support to Missions emphasizing proposed investments and approaches that stimulate market development.

Qualifications

GS-15:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of specialized experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience for this position include: (a) agricultural finance and pathways to providing inclusive financial products/services to actors throughout agrifood systems; (b) new tools and delivery mechanisms for financial products/services that overcome existing barriers, such as digital hardware/software; (c) new financial products/services that align with the complex risk environment that characterizes smallholder agriculture, and loan guarantee programs that address the constraints faced by smallholder farmers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
