Physical Demands
: The work varies from principally sedentary in completing office phases of the duties assigned to performing field work. This calls for walking and other vigorous work under adverse climatic and topographic situations (heat in excess of 100 degrees Fahrenheit (F) and cold below minus 20 degrees F.). Average agility and dexterity are required for this position.
Work Environment:
Work is in three principal settings: (a) office; (b) travel to isolated locations; and (c) inspection sites where protective clothing and safety precautions are required, subject to work around heavy construction equipment and dust. Work environment involves high risk with exposures to potentially dangerous situations such as poisonous gas, blowouts, and other potentially dangerous oil and gas operations which pose a threat to the environment.

Responsibilities
Responsible for permitting various types of surface activities in fluid exploration and development. Analyzes the environmental impacts of proposed drilling operations, field development, and subsequent surface disturbing operations. Specifies measures to mitigate impacts of fluid minerals development. Prepares appropriate documentation in compliance with the National Environmental Policy Act (NEPA). Reviews Notices Of Staking (N0Ss) and Applications for Permit to Drill (APDs) for compliance with various regulations, orders and instruction memoranda. Arranges and conducts field inspections with operators/private land owners/surface management agencies/contractors to permit drilling and production facilities. Modifies proposals/adds stipulations as needed to protect environmental resources. Coordinates with various resource specialist in developing mitigation stipulations. Monitors construction, production, and reclamation activities to ensure compliance with environmental plans and stipulations. Detects violations during these inspections and tabs appropriate enforcement action. May include work stoppage, plan revision or development of Conditions Of Approval (COAs). Prepares detailed reports and recommends bond release from liability. Inspects items such as: drill pad construction; access roads, production facilities and pipelines; water disposal facilities; abandoned well site rehabilitation; and undesirable events (e.g .hazardous wastes spills). Serves as a technical expert on surface protection and reclamation by providing technical guidance to other staff members. Coordinates with other field offices to assure planning and environmental concerns are addressed consistently. Utilizes automated equipment (hardware/software), data, systems, and applications to accomplish the duties of the position. Collects, enters, manipulates, updates, and maintains data according to prescribed Bureau, program, and accepted industry standards. Ensures data quality and integrity by adherence to quality control standards and procedures.

Specialized Experience equirements
: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-09) of the position to be filled. Examples: One year of specialized experience equivalent to at least the GS-09 level performing developing natural resources management plans including monitoring studies, allotment evaluations and inspections, working and coordinating with partners and the public; OR - Education: For a GS-11 based on education would require 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR -Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education in excess of the first year may be combined with experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

You will be evaluated for this job based on how well you meet the qualifications above.

1) Knowledge of Federal and State laws, thourough knowledge of Oil and Gas Industry practices, procedures, and operations, professional knolwedge of soils, biology, and agriculture, knowledge of rangeland/vegetation ecosystems and soil properties for surface reclamation, working knowledge of geology and hydrology.
2) Knowledge of environmental protection concepts, principles and procedures, particularly as related to oil and gas production operations and road construction/maintenance/reclamation.
3) Knowledge of resource disciplines such as cultural resources, soil/water/air and visual resources, and the interrelationships in terms of multi-resource management.
4) Knowledge and ability to use various conflict resolution techniques such as negotiation, mediation, or facilitation in order to fashion amicable solutions to complex issues.
5) Professional knowledge of Federal laws and regulations, riparian/wetland and T/E resources as well as biological and physiological attributes and requirements of a wide range of wildlife and species. Must be able to identify T/E species to the Field Office's area.
